If thousands of passports have been stolen, why tell anyone ?

Wouldn't it make more sense to keep quiet and wait for them to turn up at the airport. You can then reasonably assume that anyone in possesion of one is dodgy and can be carted off for their 42 day holiday at HM's expense.
